Cap.1 Introduction
§1. Community name
TOPS eSport Community
§2. Type of Community
This community is a non-profit association. We are also a part of Sverok.
§3. Purpose
Our purpose is to create a meeting place where people with similare intresst for different computer games can meet and play together.
§4. Independence
This community is not bound to any religiously or political party.
§5. Business year
The business year is from 1:st of April to the 31st of March.
Cap.2 Permissions
§1. Clanleader and Vice Clanleader
Clanleaders and Vice Clanleader have access to everything within the community.
§2. Teamspeak
The different ranks and their respective rights is decided by TOPSGroup and could be changed without notice.
§3. Game Servers
Admin permissions to the community servers can be granted temporary for one or more members for special events. Theese permissions will be revoked when the event has ended.
Registerd sverok members have extended permissions on the game servers that allows this compared to a regular member. What these extended permissions mean is decided by TOPSGroup and could be subject to changes without notice.
Cap.3 The managment board
§1. Responsibility
The board holds responsibility over the communitits list of members, follow thru with the decisions that have been decided at the annual meeting to action, event, financial funding among other things.
§2. Members
The board consists of atleast one chairman, secretary and accounter.
§3. Limitations
A person is limited to no more then one position on the board.
A member of the board may not represent a company that the community has significant business with. This does not include donations of prices to our communitys internal or public competitions.
A member way not be a member of the board and a auditor of the same community.
§4. Election of a new board
Members of the board can only be elected during an annual meeting and will begin their commitments after the annual meeting untill the annual meeting will occur the following business year. Anyone in the community is available to be elected as a board member.
§5. Accountants
To assure that the operation of the community goes as stated in the annual meeting we elect one or two accountants. The accountants can be a person from outside the community. A member of the board can not be elected as a accountant.
An accountants mission can be divided in two parts, one for the operation of the community and one for the financial part.
The accountants is responsible to supervise that the board and TOPSGroup are working within the set rules and statues and also to make sure that the missions the board have accepted will be completed. A overview of the communitys operation can be achived by looking at the collective logbook written by the TOPSGroup members.
Cap.4 TOPSGroup
To help TOPSGroup keep themself up to date with all events that happends in the community and all the different games with professional orientation we ask each squad or team leader to leave a report to TOPSGroup every week.
§1. Area of responsibility
TOPSGroup is responsible for the everyday operation in the community. This include but is not limited to:
Server managment, make sure members and visitors follows our rules of conduct on teamspeak and our forums, planing of events and handeling questions regarding sponsorship.
§2. Logbook
TOPSGroup members have access to a shared logbook where relevant changes in the community should be documented so that all TOPSGroup members can keep themself up to date.
§3. Members
Bord members and Clanleaders are automatically members of the TOPSGroup.
All other members is trusted persons that support the members of the board with their assignments within the community.
§4. Meetings
TOPSGroup strives to have atleast one meeting per week. During these meetings will what have happend thru-out the week be discussed among other things that affect the community.
Preliminary weekdayy and time is: Wednesday @ 20:00 ( 8 pm ) Swedish time.
Extra meetings can occur if important issues that needs to be discussed immediately arises.
To make a decision in a issue atleast 2 TOPSGroup members have to attend.
At each meeting should a protocol be written for non attending members to be able to keep themself up to date.
§5. Contact
Contact with TOPSGroup can be achived by personal message on Teamspeak or by our websites forum or contact form.
§6. Important issues that conserns the community survival
TOPSGroup can not decide on a issue that conserns the communitys continued survival by themself. If such a issue occurs there will be a community meeting with all members.
Such a meeting should be set up within three weeks were a prepared introduction with information will be given by TOPSGroup following by a discussion and a vote by all attending members.
§7. Equality
The communities rules and statues should be followed by everyone that include the board and TOPSGroup members.
Cap.5 Members
§1. Rules and statues
By applying for membership to our community each person verify that they have read and agrees with all rules and statues.
§2. Suspension of members
A member that hurt the community or our members directly or indirectly will be suspended by the board or TOPSGroup untill a investigation have been completed. Example of a hurtful action could be the use of cheating in a match or while playing public. A suspended member must be re-evaluated during the next annual meeting. Either the suspention be revoked or the member will be expelled from the community. The members fee will not be refunded if a member choose to leave or have been excluded from the community.
A member that have been suspended have 30 days to explain themself to get their suspension revoked. If this doesn’t happen then the member will be suspended untill the annual meeting.
§3. Permanently Excluded Persons
Permanently excluded persons will not be accepted back into the community as a member.
§4. Codes of conducts
Each and every member must agree to respect other members and guest that is visiting. Under no circumstances will bullying or oppression against a person for their belief, political agenda, race or sexuality be accepted.
§5. Cheating
All members must agree to refrain from any kind of cheat such as glitching, hacking or third party applications that change the games mechanics or conditions. Remember that you represent this community with your clan tag. Breaking this rule could result in a permenent suspention or expulsion from the community.
§6. Optional membership fee
To become a full member in the community you need to pay a annual membership fee of atleast 100 SEK.
Full members is called “Sverok Members” and comes with additional permissions for the community servers including teamspeak and game servers. No membership fee will be refunded if the member gets suspended or choose to leave the community during the business year.
Cap.6 Teamspeak
§1. Rules of conduct
Access to the teamspeak server is a privilege and not a right to use for members.
Mind your language and show everyone the respect they deserve. You may get a warning and in worst case get your talking power revoked or be banned from the server. You have been warned.
§2. Links and avatars
Never link to pictures or websites in the public chat that goes against our rules or statues. Usage of an avatar that can be considerd offending or discomforting toword other members for their religion, sexuality, race or politic view is strictly forbidden.
§3. English Only
If a non-swedish speaking user join a channel and is active all members should change their speaking language to english.
§4. Matches
When a match will be played of any sort, move yourself to a match channel. This indicates that you are playing a match and should not be disturbed.
Only enter a match channel when you have been asked to do so. TOPSGroup members are excepted from this rule but should try to avoid disturbing as much as possible.
§5. Name
Your name / nick on teamspeak should not be offending other members or anyone else joining our server.
It is not allowed for anyone to claim to be from TOPSGroup or to inpersonate anyone from the Board by changing their name or in any other way misslead people to belive that they are.
Cap.7 Annual meeting
§1. The annual meeting
A community meeting is held atleast once a year. Additional community meetings can occur if it needs to.
Information and a invitation about the regular annual meeting have to have been announced atleast 2 weeks prior to the actual meeting for it to be qualified.
Additional community meetings can be held with only the board and still be qualified. All members are welcome to the additional meeting if they want to.
§2.Regular Annual meeting protocol
1. The meeting opens by the sitting chairman.
2. Electing of a new chairman.
3. Electing of the meetings secretary.
4. Electing of two people controlling the protocol.
5. The boards community story from last year.
6. Economical story from last year, read by accountant.
7. The accountants story from last year.
8. Discharge of last years board.
9. Upcoming year’s business plan.
10. The budget and determination of membership fee.
11. Electing of new cashier.
12. Electing of new accountant.
13. Other questions.
14. Meeting closes.
§3. Right to vote
Only attending members with full membership that are registerd at sverok have a voting right at the annual meeting. At board meetings will only attending members of the board have a voting right.
A member can only cast one vote per enquire / case / subject.
§4. Amount of votes
All enquieries that will be addressed on the annual meeting or board meeting will be decided by vote majority if nothing else is specified in the rules and statues. Abstained votes will not be counted. Each person with voting rights have only one vote each. If the count of votes reach a stalemate it will be decided by coin toss or in some other random event.
§5. Additional meeting
If the board, an accountant or atleast one-quarter of the community members demands an additional meeting it is the board obligation to hold such an meeting. When a valid reason for a additonal meeting have been meet it is possible for the one asking for the meeting to arrange the invitation. For the additional meeting to be qualified it is required of the invitation to be sent atleast two weeks prior to the meeting date. The invitation also need to include what matters that will be discussed and no further matter can be discussed..
An additional meeting is ment to inform, discuss and clairify issues that affect the community. New members of the board can only be elected if the old member have been neglecting their missions.
§6. Changes to the rules and statues
Rules and statues can only be changed in junction with the annual meeting or a extra community meeting. For the new rules to be accepted it have to be voted in favour of by atleast one third of the members that have a voting right. If a change to the rules and statues will occur at the annual meeting it have to be mentioned in the invitation to the meeting. A change to the communitys rules conserning the type of community, purpose or dissolution of the community can only be addressed at a regular annual meeting.
The board have the possibillity to make minor changes to the rules and statues without calling for a community meeting. Such a change to the rules and statues can not result in a additional fee for any member in the community.
Cap.8 Dissolution of the community
§1. Dissolution
Proposal to dissolv the community can only be discussed at the annual meeting. If a dissolution is on the agenda of the meeting it have to be specifically written in the invitation to the meeting.
§2. Clearing of debts
In the case of a dissolution should all debts be payed and cleared before the community be completely dissolved.
§3. Closure of accounts
One person will be appointed as responsible to close all bank accounts and to handle all transactions and deregistring the community from all associatives.
§4. Closure of social media and the like
A person will be appointed as responsible for deregistrating the community from all social media and leages and the like.
